The Arizona Republic published the following letter on April 20 on page 17A.
Why doesn’t Ducey trust lawmakers on museum transfer?
Isn't it odd that 83 out of 90 legislators voted to transfer the Mining & Mineral Museum building at 1502 W. Washington, from the  Ariz. Historical Society, to the Arizona Geological Survey, yet Gov. Ducey vetoed the bill, saying "we must evaluate the use of state buildings holistically, rather than individually. At this point, there is not a plan or organizational structure in place to ensure the successful transition of the mining and mineral museum".

What  this means is that he has no faith in the State Agency, AZ Geological Survey, that would be responsible for the museum under the bill, and that he would rather that the building remain closed and locked, as it has been since AHS closed it in 2011.

If 83 out of 90 legislators, who have had time to study this matter in detail and were satisfied that the move was a good one, how can Ducey not rely on this majority to get it correct?
This sounds like we have a Gov. that takes the "my way or the highway" approach".

 Or is there something else in play here?

The following letter was distributed to newspapers under the subject line "Governor vetoes science education". On April 13, the Arizona Republic published it (page 17A) under their own heading of "Unfortunately, Arizona's kids have no high-powered lobbyists". The Republic focused the blame on lobbyists who make their living by defeating the will of the people.
 
In 2010, the Arizona Historical Society gained control of the formerly top rated mineral museum in Phoenix. At the time the museum was serving over 40,000 children a year with earth science education programs. School buses came from as far away as Yuma. In 2011, the AHS locked the doors for no apparent reason, even though they continued to receive and spend the annual state budget

Senate bill SB1200 would have corrected the problem by assigning mineral museum assets to the Arizona Geological Survey, an agency capable of and willing to restore services. The obvious merits of the bill generated overwhelming support in the legislature. It received 58 votes out of 60 in the House and 25 out of 30 in the Senate. Unfortunately, the AHS used lobbyists and other political connections to secure the Governor’s veto. Unfortunately, the children had no lobbyist.




The following letter appeared in the Friday, January 2, 2015 Arizona Republic (page 17).

Your recent review of Gov. Jan Brewer’s tenure in office failed to mention her destructive, senseless act of closing down Phoenix’s wonderful Mining and Mineral Museum.
Her plans for replacing it with a museum of Arizona’s “5Cs” never attracted adequate funding, and there was no good reason for closing an important educational facility and tourist attraction. Only barbarians destroy museums. (Barbara Lesko, Gold Canyon )
